Bapanas Revokes Licences of Dozens of Broiler Producers for Violating HAP

JAKARTA, KOMPAS.com – The National Food Agency (Bapanas) has revoked the licences of dozens of broiler producers who violated the Selling Price Reference (HAP). The move was taken to curb the rise in food prices. Bapanas’ Principal Secretary Sarwo Edhy said the licence revocation was a form of firmness. ‘There are dozens whose licences we have revoked,’ Sarwo said when met at the Complex of the Ministry of Agriculture, Jakarta, on Tuesday (3/3/2026).

The Bapanas team routinely checks food prices in markets every weekend. The monitoring results show that the average price of broiler chickens is around Rp 40,000 per kilogram. ‘There are even those at Rp 38,000, Rp 37,000, Rp 39,000. The highest is Rp 41,000,’ he said.

Price spikes were found in Bogor, West Java, and Pasar Kebayoran, Jakarta. Bapanas then traced back to the producer level. Oversight is conducted down to the intermediate distribution chain. The government has pressed distributors to not take excessive margins. ‘So, for example, from the producer how much, distributor 1 (D1) how much, distributor 2 (D2) how much, then to the retailer. So from the producer to D2 their profit should not be too large,’ he said.

‘If there is still violation, we will revoke the licence directly through the Food Task Force (Satgas Pangan),’ Sarwo added. ‘Tens of warnings have been issued to them,’ he added.

Data from the Indonesian Central Statistics Agency (BPS) in the Inflation Control Coordination Meeting at the Ministry of Home Affairs shows the national average price of broiler meat Rp 41,013 per kilogram in the fourth week of February. BPS notes prices ranged from a high of Rp 100,000 per kilogram to a low of Rp 25,000 per kilogram. Price increases for broiler meat occurred in 58.06 percent of regions in Indonesia.
