Bangli Prepares to Collect Service Fees for Water Supply to Five Districts

The Bangli Regency Government (Pemkab Bangli) is beginning to prepare a scheme for collecting service fees for the water supply that has been flowing and utilised by five districts in Bali. These fees will be calculated based on the extent of water utilisation by the recipient regions.

“The beneficiaries are Badung Regency, Klungkung Regency, Karangasem Regency, Gianyar Regency, and Buleleng Regency,” said Bangli Regent Sang Nyoman Sedana Arta when met by detikBali after a plenary meeting at the Bangli DPRD on Thursday (9/4/2026).

Sedana Arta explained that the plan to impose these fees refers to the environmental living law that regulates the utilisation of natural resources by other regions.

A study related to the implementation of these regulations has also been conducted. The results of the study were then reported to the Bali Provincial Government (Pemprov Bali).

“The details are in the document that I have submitted to the Bali Provincial Government. In the law, beneficiaries of the environment must provide tangible economic contributions to the producing region,” said Sedana Arta.

He added that the water supply from Bangli to the five regencies comes from groundwater and rivers. The amount of water supplied and utilised has also been calculated.

However, Sedana Arta has not yet disclosed the amount of economic contribution that must be paid. He stated that the value of the service fees will be adjusted according to the level of water usage.

“The study results have been submitted to the Governor of Bali,” he said.

Sedana Arta hopes that the Bali Provincial Government will soon respond to the study results. This way, discussions with the five beneficiary regencies regarding the amount of service fees can be conducted promptly.

According to him, the flow of groundwater and river water occurs naturally. Nevertheless, under the regulations, the upstream region as the water source has the basis to impose service fees on the downstream regions.

“(The water flow to those four regencies) indeed forms naturally. But according to the law, it gives us an opportunity to obtain service fees,” he said.
