BANDUNG – Bandung Regent Dadang Supriatna, known as Kang DS, announced positive news for teachers and educational staff employed as part-time contract workers (Pegawai Pemerintah dengan Perjanjian Kerja Paruh Waktu, or PPPK PW) in Bandung Regency. The central government has now granted relaxation on the use of School Operational Support Funds (Dana Bantuan Operasional Satuan Pendidikan, or BOSP) to finance their allowances.

The announcement followed the issuance of Circular Letter Number 6 of 2026 from the Minister of Primary and Secondary Education regarding the implementation of relaxation on financing allowance components for non-civil servant teachers and educational staff from BOSP funds in 2026.

“Alhamdulillah, this struggle has borne fruit. The issuance of this circular is good news for regional governments, including Bandung Regency,” Kang DS stated on Thursday (12 March 2026).

According to him, this policy represents a long-sought solution by regional governments to continuously improve teacher welfare without excessively burdening the Regional Budget (APBD).

With this relaxation, BOSP funds can now be utilised to pay allowances for non-civil servant teachers and educational staff, including part-time PPPK workers. The policy also creates opportunities for allowance adjustments, which have previously remained around IDR 500,000 per month.

Kang DS stated that the Bandung Regency Government would soon submit a proposal for relaxation of BOSP fund usage for allowances of part-time PPPK teachers and educational staff to the Ministry of Primary and Secondary Education.

He emphasised that this policy is vital for maintaining continuity of education services, particularly given the regency’s fiscal constraints.

Bandung Regency currently has approximately 4,360 part-time PPPK personnel. This comprises 2,379 teachers, 1,941 educational staff, and 40 administrative staff at the Education Office. They have been an essential part in ensuring the smooth running of teaching and learning processes in schools.

Kang DS explained that the proposal to use BOSP funds stems from the fiscal pressure facing the regency. This year, Bandung Regency experienced a decline in central government fund transfers of approximately IDR 1 trillion, thereby further constraining fiscal space.

Previously, allowances for part-time teachers and educational staff came entirely from the Bandung Regency APBD. The regional government allocated budget for 14 months, including the 13th and 14th month salaries, totalling approximately IDR 47.978 billion.

Additional requirements for health insurance and employment protection reached IDR 8.891 billion, bringing the total budget requirement for part-time teaching and educational staff to IDR 56.869 billion. Current budget availability stands at approximately IDR 46.368 billion, leaving a shortfall of approximately IDR 10.501 billion.

Since 2021, the Bandung Regency Government has provided various protections for teachers, including participation in BPJS Health Insurance, BPJS Employment Insurance, and death benefits.

For Kang DS, this relaxation policy is expected to serve as a concrete step in maintaining the quality of education services whilst improving the welfare of teachers who have played a major role in education in Bandung Regency.
