Bandung City Council’s Special Committee 12 Finalises Draft Regional Regulation on Social Welfare, Key Points Revealed - Documentation from the Bandung City Council. Bandung, VIVA – Special Committee (Pansus) 12 of the Bandung City Council is currently intensifying discussions on the Draft Regional Regulation (Raperda) concerning Social Welfare. Christian Julianto Budiman, a member of Special Committee 12 of the Bandung City Council, stated that this Raperda was initially proposed as the second amendment to Regional Regulation Number 24 of 2012 concerning the Organisation and Management of Social Welfare. However, according to Christian, during the discussions, the substance of the changes turned out to be more than 50%, so it will ultimately revoke the old regulation and become a new one. “This Raperda has adjusted local policies with the latest national regulations, while also responding to various social welfare issues that are developing in the community,” said Christian, quoted on Tuesday, 24 February 2026. Christian said that one of the key points in the discussion is alignment with the regulations of the Ministry of Social Affairs regarding the Collection of Money and Goods (PUB). The latest regulations more strictly regulate the mechanisms for licensing, reporting, and accountability for fundraising and donation activities. “These provisions are adopted in the draft regulation to ensure that every PUB activity in the City of Bandung is transparent and free from the potential for misuse,” he said. In addition, Christian said, regarding Free Prize Draws (UGB), with the latest Minister of Social Affairs regulation, the authority for licensing UGB now rests entirely with the central government. Thus, the role of the Bandung City Government is more focused on the supervisory function at the local level, to ensure that the implementation of UGB remains in accordance with the regulations and does not harm the community. Special Committee 12 has also discussed the integration of national standards for Social Welfare Institutions (LKS) into local regulations. It is hoped that strengthening these standards can improve the professionalism, quality of service, and accountability of LKS operating in the City of Bandung. Christian said that in this update of the regulation, adjustments to terminology were also made, changing from the previous term of People with Social Welfare Problems (PMKS) to People in Need of Social Welfare Services (PPKS), in accordance with national policy. This change in terminology reflects a more service-oriented approach and the fulfilment of citizens’ rights. Special Committee 12 encourages that the resulting regulations are not only administrative in nature, but also strengthen supervisory mechanisms and open up space for community participation. “It is likely to be completed within the next month,” concluded the PSI politician.
