Bandung City Council Special Committee 12 Pushes for Social Welfare Regional Regulation
The Bandung City Council, through Special Committee (Pansus) 12, is continuing to refine discussions on the Draft Regional Regulation (Raperda) on Social Welfare, stressing the importance of public participation and strengthened supervision. This Raperda is expected not only to be administrative in nature but also to address the dynamics of emerging social issues. Member of Pansus 12 of the Bandung City Council, Christian Julianto Budiman, stated that the regulation’s discussion is targeted to be completed soon. “It is likely to be finalised next month,” he said. He explained that initially, this regulation was proposed as the second amendment to Regional Regulation Number 24 of 2012 on the Implementation and Handling of Social Welfare. However, because the substantive changes exceed 50 per cent, the regulation will be established as a new perda while revoking the previous one. “This Raperda has adjusted local policies to the latest national regulations, while also responding to various social welfare issues developing in the community,” Christian said. One important point in the discussion is alignment with the Ministry of Social Affairs’ provisions regarding the Collection of Funds and Goods (PUB). The latest rules regulate more strictly the mechanisms for permitting, reporting, and accountability of fundraising or goods collection activities. “These provisions are adopted in the Raperda to ensure that every PUB activity in Bandung City runs transparently and avoids potential misuse,” he said. In addition, regarding Free Prize Draws (UGB), the permitting authority now lies entirely with the central government according to the latest regulations. In this case, the Bandung City Government plays a supervisory role to ensure its implementation remains compliant and does not harm the public. Pansus 12 also discussed the integration of national standards for Social Welfare Institutions (LKS) into the local regulation. This step is expected to enhance the professionalism, service quality, and accountability of institutions operating in Bandung City. In the regulatory update, an adjustment of terminology from Persons with Social Welfare Problems (PMKS) to Social Welfare Service Recipients (PPKS) has been made. This terminological change reflects a more service-oriented approach and the fulfilment of public rights.
