Denpasar (ANTARA) - Bali Governor Wayan Koster, along with the Mayor of Denpasar and the Regent of Badung, has inaugurated plans for the construction of a Waste-to-Energy Electricity Processing (PSEL) facility through the signing of a cooperation agreement.

“The Bali Provincial Government, together with the Badung Regency Government (Pemkab) and the Denpasar City Government (Pemkot), has officially signed the cooperation agreement for the construction of the Greater Denpasar PSEL facility,” said Governor Koster in a statement from the Bali Provincial Government in Denpasar on Tuesday.

According to him, the agreement is an important milestone that is not merely administrative but a symbol of collective commitment in addressing long-standing environmental issues that have been a source of controversy.

It is known that Bali is currently facing waste management problems amid operational restrictions at the Suwung Landfill.

Governor Koster also acknowledged ongoing public resistance to some temporary solutions, such as composting centres, indicating that the waste issue is not just technical but also touches on social, cultural, and community comfort aspects.

“Bali is now said to be surrounded by rubbish, an irony for a world-class tourism destination that is Indonesia’s face to the global eye. In this situation, the PSEL project has become a beacon of hope,” he stated.

Governor Koster explained that this cooperation agreement reaffirms cross-regional commitment in preparing supporting infrastructure for an environmentally friendly waste processing facility based on technology that will convert waste into electricity.

The PSEL project near Benoa Port is targeted to enter the groundbreaking phase in mid-2026, after previously facing various obstacles, including a lack of investor interest.

“However, with the official agreement between local governments now in place, the path to realisation is considered increasingly open,” he said.

The signed document outlines that the cooperation includes the preparation and provision of supporting infrastructure as the main foundation for the PSEL development.

“This signing sends a strong message that Bali is not standing idle in the face of the waste crisis; the government chooses to move forward with a collaborative approach, combining the strengths of the province and regions in a unified policy direction,” said Governor Koster.
