Bali Implements Sanctions of Allowance Deductions for Civil Servants Violating Friday Work-from-Home Rules

The Bali Provincial Government has affirmed that it will impose firm sanctions on civil servants (ASN) who violate the work-from-home (WFH) policy every Friday. The sanctions will take the form of reductions in employee performance allowances (TPP).

Head of the Bali Human Resources and Development Agency (BKPSDM), I Wayan Budiasa, stated that violations of the WFH rules will directly impact employees’ allowances.

“If that happens (a violation), it will certainly affect, most easily, the TPP; their TPP will be reduced,” said Bali BKPSDM Head I Wayan Budiasa when contacted in Denpasar on Thursday (9/4).

He explained that one of the obligations for ASN during WFH every Friday is to perform attendance on time from their home location or registered domicile.

Violations of this provision will be categorised into levels from minor to severe, all of which will affect the amount of TPP received.

“This will have an impact if they are late for attendance, fail to attend, or especially attend outside the home or domicile, cannot be responded to by the system; they will certainly fall into the category of not fulfilling obligations,” he said.

The WFH policy, implemented once a week, will begin on Friday, 10 April 2026, specifically for ASN not assigned to direct service units.

Budiasa added that the attendance system has also been adjusted. Previously, ASN performed facial recognition-based attendance at the office via the SiKepo app; now, the attendance location point has been changed to the recorded home address or domicile.

“This is not new for us in the Bali Provincial Government because it was previously implemented during COVID-19, so work continues to be carried out, performance targets are still achieved, and if there are employees who do not carry it out as mandated, there will certainly be steps to enforce discipline,” he said.

Meanwhile, ASN who continue to work in the office or work from office (WFO) due to public service demands will still perform attendance at their respective office locations.

“We are already app-based, so we just update specifically for Fridays, so the attendance point is visible; once Friday is over, on Monday they return to their office location point,” he said.

In addition to attendance, Bali BKPSDM also requires ASN to report daily work results during WFH via the SiKepo app. This is done to ensure productivity remains maintained.

With these reports, employee performance can be monitored and evaluated periodically by the relevant agencies.

“Direct superiors are obliged to carry out real-time monitoring and supervision and provide validation of daily WFH work performance reports as an assessment of monthly performance achievements,” he said.

While carrying out tasks from home, ASN are also required to remain responsive to work communications, whether via telephone, messaging apps like WhatsApp, or correspondence systems in the virtual office app.

Budiasa also emphasised his side’s commitment to integrity in implementing this policy, including rejecting all forms of gratification.

He assured that every violation or deviation will be addressed according to applicable rules.
