Bali DPRD Furious at Provincial OPD Heads' Collective Absence from RDP on Serangan Mangrove Issue

The Special Committee (Pansus) on Spatial Planning, Assets, and Permitting (TRAP) of the Bali Regional Representative Council (DPRD) is furious that provincial-level OPD heads collectively failed to attend the Hearing of Opinions (RDP) with PT Bali Turtle Island Development (BTID) on Monday (11/5/2026).

Pansus TRAP member Suparta questioned the attitude of the OPD officials who once again did not attend the agenda for discussing the matter. He assessed that their absence demonstrated a lack of responsibility towards the issue being addressed.

“How many times have they not shown up? What is this responsibility? Has it gone with the wind? This is not right; it’s irresponsible in secret,” said Suparta.

Suparta called out each OPD head or provincial-level bureau head one by one. Almost all were represented, such as the Head of the Bali Forestry and Environment Agency, the Head of the Bali Manpower and ESDM Agency, the Head of the Bali Marine and Fisheries Agency, the Head of the Bali National Land Agency, the Head of the Tahura UPTD, the Head of the Bali-Nusra River Basin Agency, and the Head of the Bali BKSDA.

“This is different; it’s not just about the economy but about conservation areas, the environment, and so on. These need to be respected; there are human rights involved, and the philosophy of Tri Hita Karana exists—don’t just brush it aside; this is not right. How many times have they not shown up?” explained Suparta.

For information, the Bali DPRD has re-invited PT BTID to provide explanations regarding the alleged case of land swapping in the Serangan mangrove area, Denpasar.

Previously, the Pansus TRAP of the Bali DPRD temporarily halted the marina project run by PT Bali Turtle Island Development (BTID) in the Kura-Kura Bali Special Economic Zone (KEK), Serangan, Denpasar.

“Today, we have decided on the temporary closure of the Marina activities. There are documents that need to be completed. Then, the land swap that we checked on the ground was not found and did not meet expectations,” said the Secretary of Pansus TRAP, I Dewa Nyoman Rai, in the Kura-Kura KEK area, Serangan, on Thursday (23/4/2026).

This decision was taken based on the results of an on-site evaluation by the Pansus TRAP team, which found alleged discrepancies between administrative documents, including the mangrove land swap process.

The closure of BTID’s activities is temporary. In the future, BTID is asked to complete the documents, as they will be re-examined through a Hearing of Opinions (RDP) at the Bali DPRD to ensure compliance.

“We will test it in the RDP; we will compare the data with the real facts on the ground. If the real facts are indeed not found, what can be done? It’s impossible to search for them only now,” said Rai.

The closure will be enforced until the BTID management can complete all documents and prove the legality of all their activities. The duration is flexible, adjusted to the readiness of the complete requirement documents.
