Badung Regency Advances Through Sapta Kriya Adi Cipta Programme

One year in government is hardly sufficient to achieve optimal regional development. Yet such constraints can be overcome through tangible action, robust collaboration, and well-directed strategic measures.

This is the approach taken by the Badung Regency Government under the leadership of Regent I Wayan Adi Arnawa and Deputy Regent Bagus Alit Sucipta. In their first year of leadership, the administration has held firm to its vision of Realising Quality Tourism in Badung Based on the Values of Sat Kerthi Loka Bali.

“This vision was determined based on the fact that the tourism sector has clearly become the backbone of the Badung community’s economy, including being the primary source of locally generated revenue,” said I Wayan Adi Arnawa. He explained that the vision is realised through a mission containing flagship programmes known as Sapta Kriya Adi Cipta.

The mission focuses on supporting tourism without neglecting the community’s essential needs, addressing critical issues such as traffic congestion, waste, and clean water supply. The programme also aims to improve the quality of education, healthcare, social welfare, and the preservation of Balinese customs and culture.

In tackling traffic congestion, the Badung Regency Government has implemented Traffic Management and Engineering measures to address congestion in the Kerobokan Kelod area of North Badung. Before the policy was implemented, average travel time was 19.8 minutes, whilst after implementation it fell to 4.93 minutes. “Field officers must be deployed and reinforced where necessary, so that these engineering measures truly operate optimally and in an orderly fashion,” he said.

The Badung Regency Government has also constructed four new road sections: Pecatu–Melasti, Pecatu Traditional Village Market–Uluwatu Road, Banjar Semer–Teuku Umar Barat Road, and Subak Sari–Banjar Semer (Kerobokan). Construction of the Southern Ring Road has also been undertaken as a concrete step to reduce congestion in the Badung area.

To address waste management, the regency has optimised Reduce-Reuse-Recycle Waste Processing Sites (TPS3R), regularly optimised rivers and irrigation channels in conjunction with the Public Works and Spatial Planning Agency, and carried out coastal clean-up operations together with the Environment and Sanitation Agency.

In efforts to fulfil clean water needs, the Badung Regency Government, through the Tirta Mangutama Regional Water Utility, commenced construction of an undersea pipe distribution network from Estuary Water Treatment Plant to Nusa Dua on 11 September 2025, aimed at accelerating clean water provision in South Badung. The project, undertaken in partnership with PT Tiara Cipta Nirwana and PT Pipa Ticini, has increased water distribution capacity from 420 litres per second to 490 litres per second.

Improving the quality of education has also been a focal point. Through the Free Banjar-Based English Tutoring programme targeting all primary and secondary school students across villages and sub-districts, the confidence and competitiveness of Badung’s youth are being optimally encouraged. A scholarship programme for senior secondary and undergraduate students who are children of farmers and fishermen has also been introduced to enhance access to education and the quality of human resources.

Healthcare services, social welfare, and the community economy have been strengthened through the Free Homecare programme, the Two Million Rupiah per Household programme, and the Sidi Kumbara programme — a subsidised micro-enterprise credit scheme for Badung’s prosperity.

Badung Regency continues to strengthen the preservation of religious life, customs, and traditions through various programmes, ranging from increased creativity grants for ogoh-ogoh, support for youth organisation anniversaries, construction of the Mekotek Statue, sponsorship of religious ceremony grants, to the staging of cultural festivals.

These various measures represent the Badung Regency Government’s commitment to driving regional progress, both through strengthening the tourism sector and improving the quality of human resources.
