        "content": "<p>One year in government is hardly sufficient to achieve optimal\nregional development. Yet such constraints can be overcome through\ntangible action, robust collaboration, and well-directed strategic\nmeasures.<\/p>\n<p>This is the approach taken by the Badung Regency Government under the\nleadership of Regent I Wayan Adi Arnawa and Deputy Regent Bagus Alit\nSucipta. In their first year of leadership, the administration has held\nfirm to its vision of Realising Quality Tourism in Badung Based on the\nValues of Sat Kerthi Loka Bali.<\/p>\n<p>\u201cThis vision was determined based on the fact that the tourism sector\nhas clearly become the backbone of the Badung community\u2019s economy,\nincluding being the primary source of locally generated revenue,\u201d said I\nWayan Adi Arnawa. He explained that the vision is realised through a\nmission containing flagship programmes known as Sapta Kriya Adi\nCipta.<\/p>\n<p>The mission focuses on supporting tourism without neglecting the\ncommunity\u2019s essential needs, addressing critical issues such as traffic\ncongestion, waste, and clean water supply. The programme also aims to\nimprove the quality of education, healthcare, social welfare, and the\npreservation of Balinese customs and culture.<\/p>\n<p>In tackling traffic congestion, the Badung Regency Government has\nimplemented Traffic Management and Engineering measures to address\ncongestion in the Kerobokan Kelod area of North Badung. Before the\npolicy was implemented, average travel time was 19.8 minutes, whilst\nafter implementation it fell to 4.93 minutes. \u201cField officers must be\ndeployed and reinforced where necessary, so that these engineering\nmeasures truly operate optimally and in an orderly fashion,\u201d he\nsaid.<\/p>\n<p>The Badung Regency Government has also constructed four new road\nsections: Pecatu\u2013Melasti, Pecatu Traditional Village Market\u2013Uluwatu\nRoad, Banjar Semer\u2013Teuku Umar Barat Road, and Subak Sari\u2013Banjar Semer\n(Kerobokan). Construction of the Southern Ring Road has also been\nundertaken as a concrete step to reduce congestion in the Badung\narea.<\/p>\n<p>To address waste management, the regency has optimised\nReduce-Reuse-Recycle Waste Processing Sites (TPS3R), regularly optimised\nrivers and irrigation channels in conjunction with the Public Works and\nSpatial Planning Agency, and carried out coastal clean-up operations\ntogether with the Environment and Sanitation Agency.<\/p>\n<p>In efforts to fulfil clean water needs, the Badung Regency\nGovernment, through the Tirta Mangutama Regional Water Utility,\ncommenced construction of an undersea pipe distribution network from\nEstuary Water Treatment Plant to Nusa Dua on 11 September 2025, aimed at\naccelerating clean water provision in South Badung. The project,\nundertaken in partnership with PT Tiara Cipta Nirwana and PT Pipa\nTicini, has increased water distribution capacity from 420 litres per\nsecond to 490 litres per second.<\/p>\n<p>Improving the quality of education has also been a focal point.\nThrough the Free Banjar-Based English Tutoring programme targeting all\nprimary and secondary school students across villages and sub-districts,\nthe confidence and competitiveness of Badung\u2019s youth are being optimally\nencouraged. A scholarship programme for senior secondary and\nundergraduate students who are children of farmers and fishermen has\nalso been introduced to enhance access to education and the quality of\nhuman resources.<\/p>\n<p>Healthcare services, social welfare, and the community economy have\nbeen strengthened through the Free Homecare programme, the Two Million\nRupiah per Household programme, and the Sidi Kumbara programme \u2014 a\nsubsidised micro-enterprise credit scheme for Badung\u2019s prosperity.<\/p>\n<p>Badung Regency continues to strengthen the preservation of religious\nlife, customs, and traditions through various programmes, ranging from\nincreased creativity grants for ogoh-ogoh, support for youth\norganisation anniversaries, construction of the Mekotek Statue,\nsponsorship of religious ceremony grants, to the staging of cultural\nfestivals.<\/p>\n<p>These various measures represent the Badung Regency Government\u2019s\ncommitment to driving regional progress, both through strengthening the\ntourism sector and improving the quality of human resources.<\/p>",
