Attorney General to Appeal Crude Oil Management Corruption Verdict

The Attorney General’s office (Kejagung) has filed an appeal against the verdict in a case involving alleged corruption in crude oil and refinery product management spanning 2018–2023. The Corruption Court judges at Jakarta Central District Court sentenced nine defendants in the case.

Anang Supriatna, Head of the Attorney General’s Legal Information Centre, stated that the Attorney General appreciated the Corruption Court’s decision. “However, as of Friday, 27 February, the public prosecutors have filed an appeal,” he said on Sunday, 1 March.

He explained that the Attorney General’s reasons for the appeal have been set out in the appeal memorandum. The Corruption Court panel at Jakarta Central District Court issued sentences to nine defendants in the crude oil and refinery product management corruption case covering 2018–2023, in hearings held on Thursday, 26 February and Friday, 27 February.

The verdicts against PT Pertamina Patra Niaga’s 2023 Chief Executive Riva Siahaan, 2023 Director of Central and Commercial Marketing at PT Pertamina Patra Niaga Maya Kusuma, and Vice President of Trading Products at Pertamina Patra Niaga Edward Corne (2023–2025) were read on Thursday.

Riva and Maya were sentenced to 9 years imprisonment. Edward received 10 years imprisonment. All three were ordered to pay fines of Rp1 billion each, with alternative sentences of 190 days imprisonment.

At the Thursday evening hearing, verdicts against PT Pertamina International Shipping (PIS) Chief Executive Yoki Firnandi (2022–2024), Vice President of Feedstock Management at PT Kilang Pertamina Internasional (KPI) Agus Purwono (2023–2024), and Director of Feedstock and Product Optimisation at PT KPI Sani Dinar Saifudin (2022–2025) were announced.

Yoki and Sani each received 9 years imprisonment, whilst Agus received 10 years. All three were also ordered to pay fines of Rp1 billion each, with alternative sentences of 190 days imprisonment.

At Friday’s hearing, verdicts against PT Navigator Khatulistiwa beneficial owner Muhammad Kerry Andrianto Riza, PT Pelayaran Mahameru Kencana Abadi (PMKA) Commissioner Gading Ramadhan Juedo, and PT Jenggala Maritim Nusantara (JMN) Commissioner Dimas Werhaspati were announced. Kerry was sentenced to 15 years imprisonment, whilst Gading and Dimas each received 14 years. All three were ordered to pay fines of Rp1 billion each, with alternative sentences of 190 days imprisonment. Kerry was additionally ordered to pay compensation of Rp2.9 trillion, with an alternative sentence of 5 years imprisonment.

The case involves corruption in crude oil and refinery product management that caused state losses estimated at Rp285 trillion.
