ATR Minister wants PTSL target for 2027 increased
Jakarta - Minister of Agrarian and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid wants the target for the Complete Systematic Land Registration (PTSL) programme in 2027 to be increased. He considers PTSL a strategic programme to expand legal certainty of land rights for the public through complete, area-based land registration. “First, regarding the PTSL priority for 2027, it should be increased. This year and next, our priority is not only PTSL but also additional sectoral certification, specifically the housing sector for low-income communities (MBR),” Nusron said in a statement in Jakarta on Friday. He explained that PTSL is a strategic programme because it is implemented on a village basis with the aim of achieving complete land registration. Through the programme, all land parcels in one village are registered simultaneously, including residential houses, agricultural land, plantations, waqf land, places of worship, and cemeteries. “If PTSL is village-based, then all land parcels in one village are registered together. However, for communities not yet reached by PTSL, particularly in the housing sector, we have prepared a free certification scheme. This is part of our support for the Three Million Homes programme so that low-income communities obtain legal certainty over the homes they occupy,” Nusron said. In addition to PTSL, the ATR/BPN Ministry is running a housing certification programme for MBR to reach communities not yet facilitated by PTSL. This step is also part of the ministry’s support for the Three Million Homes programme initiated by President Prabowo Subianto. To support the programme, in 2026 the ministry has been given a target to certify one million homes for MBR. In carrying out this land certification programme, the ministry is opening space for collaboration with local governments and members of the House of Representatives (DPR RI) to identify eligible recipients. Homes belonging to MBR that are not yet certified, including those that received the home renovation programme between 2016 and 2025, can be proposed to participate in the free certification programme.
