        "content": "<p>Jakarta - Minister of Agrarian and Spatial Planning\/Head of the\nNational Land Agency (ATR\/BPN) Nusron Wahid wants the target for the\nComplete Systematic Land Registration (PTSL) programme in 2027 to be\nincreased. He considers PTSL a strategic programme to expand legal\ncertainty of land rights for the public through complete, area-based\nland registration. \u201cFirst, regarding the PTSL priority for 2027, it\nshould be increased. This year and next, our priority is not only PTSL\nbut also additional sectoral certification, specifically the housing\nsector for low-income communities (MBR),\u201d Nusron said in a statement in\nJakarta on Friday. He explained that PTSL is a strategic programme\nbecause it is implemented on a village basis with the aim of achieving\ncomplete land registration. Through the programme, all land parcels in\none village are registered simultaneously, including residential houses,\nagricultural land, plantations, waqf land, places of worship, and\ncemeteries. \u201cIf PTSL is village-based, then all land parcels in one\nvillage are registered together. However, for communities not yet\nreached by PTSL, particularly in the housing sector, we have prepared a\nfree certification scheme. This is part of our support for the Three\nMillion Homes programme so that low-income communities obtain legal\ncertainty over the homes they occupy,\u201d Nusron said. In addition to PTSL,\nthe ATR\/BPN Ministry is running a housing certification programme for\nMBR to reach communities not yet facilitated by PTSL. This step is also\npart of the ministry\u2019s support for the Three Million Homes programme\ninitiated by President Prabowo Subianto. To support the programme, in\n2026 the ministry has been given a target to certify one million homes\nfor MBR. In carrying out this land certification programme, the ministry\nis opening space for collaboration with local governments and members of\nthe House of Representatives (DPR RI) to identify eligible recipients.\nHomes belonging to MBR that are not yet certified, including those that\nreceived the home renovation programme between 2016 and 2025, can be\nproposed to participate in the free certification programme.<\/p>",
