Association: Policy Certainty for Electric Vehicles Key to Facing Energy Crisis Threats
JAKARTA, KOMPAS.com - The Indonesian Electric Motorcycle Industry Association (AISMOLI) assesses that policy certainty is a crucial factor in maintaining the momentum of national electric vehicle growth. This is particularly amid threats of a global energy crisis and fiscal pressures due to fuel oil (BBM) subsidies. AISMOLI General Chairman Budi Setiyadi stated that the electric vehicle industry currently has readiness in terms of investment, production, and market, but requires aligned regulatory direction so that the ecosystem can continue to develop. That statement was made in response to the emergence of several policy instruments, including Ministry of Home Affairs Regulation Number 11 of 2026 and Circular Letter of the Minister of Home Affairs Number 900.1.13.1/3764/SJ, which according to the association raise questions from consumers, business actors, to investors regarding the direction of electric vehicle policy. AISMOLI hopes that the government will be cautious in issuing new regulations and strengthen transparent policy communication to avoid creating uncertainty in the market. AISMOLI notes that Indonesia’s electric vehicle ecosystem has shown significant development in recent years, supported by government incentive policies. Those investments come from several global investors, including BYD, Chery Automobile, Mitsubishi Motors, XPENG, and GAC AION. At the same time, the electric vehicle market share increased from 1.09 percent in 2022 to 12.93 percent in 2025. In the two-wheeler segment, the association assesses that the transition to electric vehicles is important because Indonesia has more than 150 million operating motorcycles. AISMOLI views the acceleration of two-wheeler electric vehicle adoption not only as an environmental policy but also related to fiscal strategy and energy resilience. The urgency of the electric vehicle transition, according to AISMOLI, is also related to the large burden of BBM subsidies and compensation. Association data shows that national BBM subsidies and compensation reached Rp 322 trillion in 2022, with Pertalite as the main component.
