The Ministry of Energy and Mineral Resources (ESDM) has requested that Oil and Gas Contractors (KKKS) operating in Indonesia supply their oil production domestically. This is one of the government’s efforts to mitigate domestic energy supply amid global geopolitical turmoil.

The instruction to the KKKS was outlined in a presentation by the Directorate General of Oil and Gas during a Hearing with Commission VII of the DPR. There are five points in the government’s steps to mitigate energy supply.

The instruction is in the third point, stating: “For crude oil, we have instructed all KKKS to prioritise domestic supply over exports.”

“This means that crude oil produced domestically should be fully utilised as feedstock for domestic refineries,” emphasised Secretary of the Directorate General of Oil and Gas, Muhammad Rizwi, quoted on Thursday (9/4/2026).

This statement was reinforced by the Head of SKK Migas, Djoko Siswanto. He stated that all oil production from KKKS has been confirmed for sale to domestic refineries.

“All oil production from KKKS has been confirmed for sale to domestic refineries,” explained Djoko Siswanto during the Hearing with Commission VII of the DPR on Wednesday (8/4/2026).

As an illustration, Indonesia’s sellable oil production (lifting) in 2025 reached 606,000 barrels per day (bpd). Several major KKKS contribute to the national oil production achievement, including ExxonMobil in the Cepu Block, which has agreed to supply 100% of its oil domestically.

Below ExxonMobil, the second largest oil production comes from PT Pertamina Hulu Rokan (PHR), the manager of the Rokan Block in Riau, with production of 151,053 bpd. This is followed by PT Pertamina EP with recorded production of 68,504 bpd.

Based on SKK Migas data, here is the list of the top 10 KKKS by oil production as of 10 November 2025:

  1. ExxonMobil Cepu: 153,900 bpd

  2. Pertamina Hulu Rokan (PHR): 151,053 bpd

  3. Pertamina EP: 68,504 bpd

  4. Pertamina Hulu Energi ONWJ: 25,538 bpd

  5. Pertamina Hulu Mahakam (PHM): 23,559 bpd

  6. Pertamina Hulu Energi OSES: 17,180 bpd

  7. Petrochina International Jabung: 13,212 bpd

  8. Medco E&P Natuna: 16,747 bpd

  9. Pertamina Hulu Sanga-Sanga: 13,209 bpd

  10. BP Berau: 7,653 bpd.
