ASDEPSI Working Meeting Focuses on Policy Synchronisation and Strengthening DPRD Functions

The Association of Secretaries of Provincial DPRDs throughout Indonesia (ASDEPSI) held a working meeting on the rooftop of the West Java Provincial DPRD on Tuesday, 19 May 2026. This follows the Rakornas II ASDEPSI, previously held in Jakarta.

Iman Tohidin, Coordinator of the Secretariat for the National Secretariat of the Association of Provincial DPRD Secretaries (ADPSI), said the working meeting discussed two main agendas: the preparation for the implementation of Rakernas II ADPSI in Bali in June 2026, and the drafting of strategic recommendations to be conveyed to the central government.

According to Iman, the recommendations are important to strengthen the services and institutional capacity of the DPRD secretariats across Indonesia. He said ASDEPSI needs to be an important part of strengthening governance at the local level.

“These recommendations are very important for the association to improve performance of service delivery, including strengthening the institutional framework so that ASDEPSI becomes a key part of local government,” said Iman.

He explained that ASDEPSI views the need to reinforce the DPRD’s institutional system to be more adaptive to the dynamics of local government, national policy developments, local fiscal governance, and the growing public demand on the DPRD’s legislative, budgeting, and oversight functions.

In practice of local government, he noted, there are still several issues such as different interpretations of regulations, suboptimal institutional support for the DPRD, and misalignment between central and regional policies impacting the DPRD’s tasks.

Additionally, the development of national strategic programs, local fiscal dynamics, and the digital transformation of governance require strengthening regulation and policy harmonisation that is more effective and accountable.

Therefore, ASDEPSI for the 2026-2030 period recommended several strategic steps to the central government through the Ministry of Home Affairs and national policy-makers.

Among the recommendations are pushing for revisions to the second Government Regulation No. 18 of 2017 as amended by Government Regulation No. 1 of 2023 on the financial and administrative rights of the DPRD, strengthening consultations and coordination with ASDEPSI at the central level, and appointing a Legal Aid Institute (LBH) to accompany ASDEPSI.

ASDEPSI also proposed a mechanism for managing the ‘pokok-pokiran’ (pokir) ideas of the DPRD based on electoral districts or cross-district, and recommended revising Law No. 23 of 2024 on Regional Government to strengthen the DPRD’s oversight of national strategic programs in the regions, as well as reinforcing the financial accountability system and the Secretariat’s institutional framework.
