Ara Proposes 2 Million-Unit Housing Renovation Target, Bans Manual Paperwork
Minister of Housing and Settlement Maruarar Sirait, also known as Ara, has proposed increasing the target for the Self-Help Housing Stimulus Assistance (BSPS) programme, or housing renovation, to 2 million units next year.
In line with this proposal, the Ministry of PKP is preparing a fully digital system to support BSPS implementation. “The BSPS is the ministry’s strategic programme. 83% of the PKP’s budget is allocated to the BSPS programme with a target of 400,000 units. We are committed to ensuring the budget is used for the people’s benefit,” Ara stated during a working meeting with House of Representatives Commission V in Jakarta on Tuesday, 26 May 2026.
Regarding programme preparations, PKP’s Director General of Settlement Areas, Fitrah Nur, said the ministry is developing a fully digital system for BSPS implementation to speed up and increase transparency in the application, verification, and construction monitoring processes.
He explained that BSPS applications are now processed digitally without manual paperwork. “Applications are now digital. No more paperwork, none at all,” he said.
Additionally, verification results for beneficiaries are now documented digitally and directly entered into the system. “Verification results are in digital form. Documents are already in the system,” he added.
The ministry is also preparing digital devices for Field Facilitators (TFL) to support real-time verification and construction monitoring.
“We’re currently preparing this—already completed but not yet rolled out—where TFLs will use their own devices,” he said.
He noted that when officers document house conditions and construction progress, all data is immediately uploaded to the digital system. “When they take photos of the house and documents, it’s instantly uploaded. Monitoring is done in real-time—they take a photo, and the progress is visible,” he said.
Fitrah stressed that full digitalisation is essential if the BSPS target is raised to 2 million units. “Manual processes won’t work. For the 2 million target, it must be fully digitalised,” he said. “The application process will be fully digital before 2027 begins—in December, January, February, we’ll start,” he added.
