Anti-Corruption Commission Raids Homes of Rejang Lebong Regent and Public Works Official, Seizes 1 Billion Rupiah
Indonesia’s Corruption Eradication Commission (KPK) has raided the offices and residences of Rejang Lebong Regent Muhammad Fikri Thobari and the Head of the Public Works, Spatial Planning, Housing and Settlement Area Development Department (PUPRPKP), with investigators seizing 1 billion rupiah in cash.
KPK spokesperson Budi Prasetyo explained that the raids were conducted by investigators over three days, from Friday 13 March to Sunday 15 March. “Investigators conducted a series of raids at several locations, including the regent’s office and residence, the public works head’s office and residence, the education department office, and residences of suspects and witnesses involved in the case,” Budi told reporters on Monday 16 March 2026.
Budi stated that investigators discovered cash suspected to be related to the corruption case being investigated by the KPK. The 1 billion rupiah in cash was found at the public works head’s residence. “During the raids, investigators seized various documents and electronic evidence. Additionally, from the public works head’s residence, investigators found and seized 1 billion rupiah in cash,” Budi explained.
The KPK has identified five suspects in this case: Muhammad Fikri Thobari, Regent of Rejang Lebong for the 2025-2030 term; Hary Eko Purnomo, Head of the PUPRPKP Department of Rejang Lebong; Irsyad Satria Budiman, a private party from PT Statika Mitra Sarana; Edi Manggala, a private party from CV Manggala Utama; and Youki Yusdiantoro, a private party from CV Alpagker Abadi.
Regent Fikri is suspected of receiving a total of 1.7 billion rupiah in bribes from several projects. The case began when Rejang Lebong Regency Government intended to carry out several projects in early 2026. According to Asep Guntur Rahayu, KPK Deputy for Prosecution and Execution, the projects were under the PUPRPKP Department of Rejang Lebong Regency, with a total project budget reaching 91.13 billion rupiah.
Asep explained that Fikri subsequently held a meeting with Hary and Fikri’s trusted aide B Daditama at the regent’s official residence. The meeting allegedly discussed the arrangement of project tenders and fees to be obtained. “In this meeting, there was allegedly a discussion about arranging or plotting contractors for projects under the PUPRPKP Department for the 2026 fiscal year, including discussion of fee percentages (kickbacks) of approximately 10-15 per cent of project values,” Asep stated at a press conference on Wednesday 11 March.
Asep alleged that Fikri wrote certain letter codes on a Physical Work Summary sheet representing ‘contractor initials’ for the project packages under the PUPRPKP Department of Rejang Lebong Regency, which he then sent via WhatsApp to B Daditama.
According to Asep, there is evidence of criminal intent between Fikri and Hary, along with three contractor partners: Irsyad Satria Budiman from PT Statika Mitra Sarana, Edi Manggala from CV Manggala Utama, and Youki Yusdiantoro from CV Alpagker Abadi.
“Following this direct appointment, there was allegedly an initial delivery of fees (kickbacks) in the form of cash from the three contractors to Fikri through intermediaries, totalling 980 million rupiah,” Asep stated.
According to Asep, the project kickback bribes totalling 980 million rupiah were delivered in stages through intermediaries, with varying amounts from each party: On 26 February 2026, Edi Manggala from CV Manggala Utama delivered 330 million rupiah (3.4 per cent of a 9.8 billion rupiah project for pedestrian lane and drainage construction and a sports centre) through Hary Eko Purnomo; on 6 March 2026, Irsyad Satria Budiman from PT Statika Mitra Sarana delivered 400 million rupiah (13.3 per cent of a 3 billion rupiah road construction project) through a civil servant at the PUPRPKP Department; and on 6 March 2026, Youki Yusdiantoro from CV Alpagker Abadi delivered 250 million rupiah (2.3 per cent of an 11 billion rupiah stadium and surrounding area development project) through another civil servant.
Asep also alleged that Fikri received an additional 775 million rupiah from other sources. “In intensive investigations, the KPK also discovered allegations of other receipts by Fikri through Hary from various parties using a modus operandi of requesting project fees from contractors, totalling 775 million rupiah. This conduct is allegedly repetitive,” Asep said.
