Analyst Calls for Independent Team to Oversee Blok M Parking Tender to Prevent 'Appointed Vendor' Practices
JAKARTA - Public policy analyst from Trisakti University, Trubus Rahadiansyah, has called for the re-tendering process for the parking management vendor in the Blok M area, South Jakarta, to be overseen by an independent team to prevent practices involving “appointed vendors”.
According to Trubus, independent supervision is necessary to ensure the tender process runs transparently and avoids suspicions of winner manipulation.
“Yes, I hope there is an independent team, or involving experts and academics to oversee it,” Trubus said when contacted by Kompas.com by telephone on Wednesday (13/5/2026).
In addition, Trubus requested that all stages of the tender be monitored openly, including by the media.
“Yes, it must be open, so everyone can monitor, including the media. So open from A to Z,” he said.
According to Trubus, the tender process planned to take place in about two months could potentially raise public speculation if not strictly supervised.
“If it’s too long, there might be arrangements,” he said.
He also warned against any efforts to favour specific parties in determining the new Blok M parking operator.
“Do not let there be attempts to arrange for a particular party to win in that tender process,” Trubus stated.

Subsequently, parking management will be reselected through a joint tender mechanism with PT Karya Utama Perdana (PT KUP) to determine a new operator to replace Best Parking.
The Jakarta City Council (DPRD) special committee also requested that the tender process be conducted transparently and accountably, including involving supervision by the Jakarta High Prosecutor’s Office (Kejati).
Furthermore, the new vendor will be required to implement a digital-based parking management system so that parking revenue can be monitored in real time by the local government.
However, the remittances received by the local government are suspected not to reach 60 percent of the actual turnover.
The DPRD also suspects potential state losses of up to Rp 50 billion during the 15 years of parking management by the previous operator.
