After 13 Court Sessions, Former Deputy Manpower Minister Noel Claims His Positive Actions Are Finally Coming to Light
JAKARTA, KOMPAS.com - Former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer, alias Noel, highlighted that his positive actions during his time as a state official are finally being revealed after 13 court sessions. “And that means, in the 13th session, from the first to this 13th one, I see there are positive things in the trial facts,” Noel said during his statement in a break from the session on Thursday (9/4/2026). The positive action referred to by Noel was his audience with the association of Occupational Safety and Health Services Companies (PJK3). This audience on 14 March 2025 was first mentioned by the President Director of PT Delta Indonesia Pranenggar, Sri Enggarwati, who was presented as a witness in the case of alleged corruption involving extortion in the management of K3 certificates. She said that at that time, the requests from PJK3 were accommodated. “That means, I took positive actions for my friends in the PJK3 business community. And earlier, none of the witnesses mentioned anything about extortion, technical money, and the like,” Noel stated. Noel emphasised that in the 13 sessions, not a single witness has said that he extorted or demanded a share of money. “Then, dozens of cars from extortion, all this can be refuted because there is no evidence of cars at all, then hundreds of billions and so on that I extorted and demanded shares. That means, yes, the trial facts that finally prove it,” Noel said. In the session, Enggar recounted that the audience with Noel aimed to request leniency on official fees in the form of Non-Tax State Revenue (PNBP). The amount of this official fee reaches Rp 420,000. “The point is that the PNBP is very burdensome. However, because according to the Ministry of Finance regulation, it is only reviewed after 2 years, it can be submitted. That’s why we accept it, wait 2 years then we proceed,” said Enggar, in the session. In addition, the PJK3 side also conveyed obstacles related to the process of issuing appointment decisions (SKP). Enggar admitted that she once asked Noel to leave a legacy by simplifying the process of making these certificates. “We pleaded with Mr Deputy Minister, at that time, if I’m not mistaken, I said ‘Sir, leave a legacy as Deputy Minister, Sir, the SKP can be 5 years or 3 years,’ like that,” Enggar continued. At that time, Enggar admitted that she did not mention unofficial fees to Noel. “We all don’t dare. The point is we can’t oppose officials, sir. If business people oppose officials, it’s disastrous, sir,” said Enggar.
