Additional TKD of Rp 10.6 Trillion Fully Disbursed, Accelerating Post-Disaster Recovery
The Head of the Task Force for Accelerating Rehabilitation and Reconstruction (Satgas PRR) Post-Sumatra Disaster, Muhammad Tito Karnavian, stated that the additional TKD policy is a strategic step taken by President Prabowo Subianto to ensure recovery proceeds quickly and evenly across all affected areas.
“President has decided that all provinces and districts/cities will receive additional TKD. The total is around Rp 10.6 trillion. This is to ensure recovery proceeds quickly and evenly,” Tito said in a written statement on Tuesday (5/5/2026).
He explained that the decision was made after considering real needs on the ground. The government is not only targeting directly affected areas but all areas within a province so that the recovery process can proceed more integrated.
“If only the directly affected areas, the amount would be around Rp 8 trillion, but the president decided to give it to all. This is a form of support for accelerating recovery,” he added.
The TKD disbursement is carried out in stages to ensure acceleration of liquidity in the regions. The first stage of 40 percent or Rp 4.38 trillion was disbursed on 27 February 2026. The second stage of 30 percent or Rp 3.19 trillion followed on 31 March 2026.
The third stage of 30 percent or Rp 3.06 trillion was disbursed on 4 May 2026. All stages were carried out without disbursement conditions, so local governments can immediately accelerate recovery programmes on the ground.
This realisation also ensures that all local governments in the affected areas have adequate fiscal space to accelerate post-disaster rehabilitation and reconstruction.
In aggregate, Aceh Province receives additional TKD of Rp 1.65 trillion, North Sumatra Rp 6.35 trillion, and West Sumatra Rp 2.63 trillion. All have been fully channelled down to district/city governments, covering additional Profit-Sharing Funds (DBH), General Allocation Funds (DAU), and Special Autonomy Funds (Otsus).
For Aceh, 8 severely affected districts/cities also receive an additional Rp 287 billion from a grant mechanism channelled from a number of districts/cities in North Sumatra and West Sumatra.
Impacts of TKD Disbursement Start to Be Visible
Tito emphasised that the impacts of TKD disbursement are already starting to be visible on the ground. Basic infrastructure such as roads and bridges is now operational again functionally. Then, logistics distribution no longer experiences obstacles, and basic community services such as electricity, fuel (BBM), and people’s market activities have resumed in most areas.
“As of today, we see that most are already normal functionally. Roads can be passed, logistics has no problems, electricity and markets are also running,” he explained.
With the fiscal support that has been fully channelled, local governments are now in the phase of accelerating more massive recovery.
The construction of permanent housing, recovery of public facilities, to strengthening the economy of affected communities is ensured to proceed faster along with the availability of adequate budget.
