ADB Provides US$150 Million Funding to Link Net (LINK) for Digital Infrastructure

The Asian Development Bank (ADB) has announced a US$150 million loan to PT Link Net Tbk (LINK) to enhance digital infrastructure in Indonesia and improve broadband quality.

The financing will be used to strengthen Link Net’s financial stability and facilitate further investment in the broadband fibre-optic market, aligned with its strategic shift towards a business-to-business model.

“By supporting Link Net’s expansion of digital infrastructure services, we aim to provide inclusive and fair access and unlock the country’s digital economic potential, which is estimated to reach US$366 billion by 2030,” said Bobur Alimov, Head of ADB’s Representative Office for Indonesia, on Tuesday (10 March 2026).

The agreement will help communities and businesses access digital tools through Link Net’s investment to expand its national fibre-to-the-home (FTTH) network, which delivers high-speed internet directly to homes using fibre-optic cables, and develop an open wholesale access model that will improve broadband quality, productivity, and participation in the digital economy—particularly for micro, small, and medium-sized enterprises.

Since 2015, Indonesia’s mobile broadband industry has grown rapidly, but adoption, access, and pricing of fixed broadband products, such as fibre-optic networks, remain lagging compared to neighbouring countries.

To address these challenges, the government is developing sectoral policies to simplify licensing procedures and standardise cost structures to foster a competitive landscape for fibre-optic broadband operators.

“We are highly enthusiastic about partnering with the ADB in this important project to enhance our capabilities in supporting Indonesia’s digital economy,” said Kanishka Gayan Wickrama, Chief Executive Officer of Link Net.

“This financial agreement will enable us to provide more efficient and faster services to our customers. It will also allow us to access long-term financing to align with our strategic and operational shift,” he added.

Link Net is Indonesia’s broadband service provider, with the majority of its shares owned by Axiata Group Berhad, a telecommunications and digital services company focused on mobile and broadband services across Asia.
