Activists Urge Government to Quickly Prepare DIM for Domestic Workers Protection Bill: One-Month Deadline

Lita Anggraini, National Coordinator of the National Network for Advocacy of Domestic Workers (Jala PRT), commended parliament’s approval of the Protection of Domestic Workers (PPRT) bill as a parliamentary legislative initiative. She called on the government to act swiftly in implementing the forthcoming legislation within its one-month deadline.

“I would like to thank the leadership and members of the Indonesian House of Representatives who have completed the PPRT bill and had it approved as a legislative initiative by the parliamentary leadership,” Lita told reporters on Friday, 13 March 2026.

Lita stated that the government must complete the Domestic Inventory of Issues (DIM) and that President Prabowo Subianto should immediately issue a Presidential Letter (Surpres) on the PPRT bill to proceed to the discussion stage. Once the DIM and Surpres are submitted to parliament, Lita requested that parliament promptly complete the discussion process so the bill can be swiftly enacted into law.

“The deadline for submitting the presidential letter and DIM to parliament is one month. So the ball is now in the government’s court, and the government’s commitment is what matters,” Lita said.

“Once the government and president have sent the presidential letter and DIM, the next move returns to parliament. It is up to the parliamentary leadership to complete the first-level discussion between the government and parliament. This is what we want to happen quickly. We do not want to see the PPRT bill stalled again as it was in 2023,” she added.

Parliament Approves PPRT as Legislative Initiative

The parliamentary plenary session approved the PPRT bill as a parliamentary legislative initiative, with all parliamentary factions agreeing to this designation.

The approval took place in the parliamentary plenary chamber within the parliamentary complex in Senayan, Central Jakarta, on Thursday, 12 March. House Speaker Puan Maharani chaired the session.

Under the bill’s draft, domestic workers will receive health and employment social security coverage. Labour placement agencies are prohibited from deducting wages or levying fees in any form or under any pretext from prospective and current domestic workers, and are barred from placing domestic workers with businesses or other institutions rather than individual employers.
