Activists Complain to DPR Regarding Andrie Yunus Case: Push for General Courts and Establishment of TGPF

JAKARTA, KOMPAS.com - Civil society organisations, along with the legal representatives of the victim in the acid attack on KontraS activist Andrie Yunus, have lodged a complaint with the DPR RI’s Commission III. They are pressing for the case to be handled through general courts and advocating for the formation of an independent Joint Fact-Finding Team (TGPF). These demands were voiced during a public hearing (RDPU) with Commission III at the parliamentary complex in Jakarta on Tuesday (31/3/2026). The meeting was also attended by investigators from Polda Metro Jaya. At the DPR, Muhammad Isnur, Chairman of the Indonesian Legal Aid Foundation (YLBHI), expressed his disappointment with the police’s decision to hand over the case to the TNI’s Military Police Centre (Puspom). “We see how the situation has developed like this. It’s very disappointing when the case is transferred to Puspom. Yet, it hasn’t been revealed at all who ordered it, the intellectual actors, who funded it, and what kind of operation this was—we’re disappointed,” Isnur stated. “We’re worried that the current efforts are heading towards localising just the four perpetrators,” he added. Isnur said his group is urging Commission III to ensure the investigation is not halted or diverted, despite suspicions of psychological and political obstacles in uncovering the case. Therefore, YLBHI together with KontraS proposed the establishment of an independent TGPF. He stressed the importance of civil society involvement in the team to uncover irregularities. “That’s why we’re pushing for the immediate formation of a TGPF, an Independent Joint Fact-Finding Team, to help with psychological barriers—in the practical experience of uncovering the Munir incident and many others, the TGPF was able to dismantle it all,” Isnur said. “Our new findings reveal not just the four perpetrators, but 16 field actors that we see. So, the involvement of other parties, other perpetrators including civilians, is very possible. That’s why we urge the investigation to continue and not stop here,” Isnur stated. YLBHI even suspects the involvement of high-ranking officers in the case, given that the field perpetrators are said to be officers. “Moreover, the field executors are officers. That means those who ordered them are senior officers,” Isnur said. He emphasised that in military doctrine, every operation has a chain of command. “And in doctrine, including military doctrine, there cannot be any action, effort, or operation without orders. So, it’s clear there was an order, there was a command, and the entire chain of command upwards must be investigated,” he explained. “That’s why Prabowo’s order is actually the same—who ordered it, who even funded it. All of this must be dismantled,” he added. Furthermore, YLBHI views the transfer of the case from the police to Puspom TNI as a legally flawed step.
