A proposal to Mr. Soeharto

I am an educator and strongly wish to see the creation of a
disciplined society in Indonesia. I, therefore, concur fully with
the national discipline program initiated by President Soeharto a
few years ago.

In my opinion the formal education institutions, from
elementary schools to the higher institutes of learning, should
be used as one of the main bases to create national discipline.

Ironically, the majority of schools do not pay enough
attention to discipline. However perfect a school's curriculum, a
student will not achieve the best results if the discipline is
not good.

It is regrettable that educators very rarely see that one of
the main causes for poor student achievements and behavior is the
weak implementation of discipline in school, which is connected
with bad school leadership.

The lack of discipline in schools is reflected in the great
number of students who behave worse than other groups in the
community. Group fights, destruction of public facilities, lack
of politeness, etc., characterize student behavior.

I hope that the minister of education and culture gives his
attention to the creation of national discipline with a special
program for discipline education, using persuasive to repressive
methods.

I am fully convinced that national discipline cannot possibly
be created without discipline in schools.

I hope this proposal to the President will become a valuable
input for the creation of national discipline.
