The government emphasises that a healthy quality of democracy is an absolute prerequisite for maintaining national stability, improving governance, and smoothing the path toward Indonesia Emas 2045. Therefore, evaluations of achievements in democracy should be used as a compass to improve the system at both central and regional levels.

That was stated by the Deputy Minister for Political, Legal and Security Affairs (Wamenko Polkam), Lt Gen (Ret.) Lodewijk F Paulus, at the Kick Off National Evaluation of the Indonesian Democracy Index (IDI) Year 2025 in Semarang, Central Java, on Thursday, 21 May.

As the world’s third-largest democracy, Indonesia continues to show mature political consolidation, both procedurally and substantively, according to Lodewijk. The country's multicultural character also makes its democracy unique and not comparable to other nations.

“Amid that diversity, we continue to hope and strive that the practice of democracy in every aspect of national life is calm and peaceful, so that democracy can run in accordance with the roots of culture and the values of Bhinneka Tunggal Ika that we possess,” Lodewijk said.

Macro sector indicators

Lodewijk explained that periodic evaluation of the IDI figures is crucial to map the direction of future development. The IDI scores are not merely numbers on paper, but concrete indicators that affect many macro sectors.

“Improving the quality of democracy will strengthen the quality of institutions, guarantee equality and freedom, maintain political stability, reduce potential conflicts, and drive national economic progress,” he stated.

To maximise future achievements, the Coordinating Ministry for Political, Legal and Security Affairs (Kemenko Polkam) together with the Ministry of Home Affairs, Bappenas, and Statistics Indonesia (BPS) will deploy the Central IDI Team to various regions. The team will disseminate, provide mentoring, and offer consultation to boost the democracy index in regions that are still lagging.

This synergy was affirmed by the Deputy Minister of Home Affairs, Akhmad Wiyagus. He emphasised that a healthy democratic climate is impossible to realise without cross-sector collaboration.

“The importance lies in collaboration among the central and regional governments, the legislature, law enforcement agencies, academia, media, civil society organisations, and all elements of society,” he said.

During the event, the Deputy for Domestic Politics of the Kemenko Polkam and also the Chair of the Organising Committee, Heri Wiranto, explained that IDI data is handled objectively through cross-sectoral collaboration with academics and representatives of civil society.
