The State Personnel Board (BKN) has announced firm action against the West Sulawesi Provincial Government’s sudden removal of 95 officials from their positions.

The BKN considers the decision to relieve 51 administrators and 44 supervisory officials from their structural posts by the West Sulawesi Governor—carried out abruptly without prior notification or recommendation from BKN—to be in violation of Standards, Norms, Procedures, and Criteria (SNPC) for state civil service management.

“As such, it is considered to violate the Standards, Norms, Procedures, and Criteria (SNPC) for civil service management,” stated Hardianawati, Deputy for Oversight and Control of Civil Service Management, in a written statement on Tuesday (17 March 2026).

In response to the decision that did not comply with proper civil service management governance, BKN has taken administrative action by temporarily suspending personnel services for West Sulawesi Provincial Government through blocking access to the Digital ASN system, with the exception of pension services.

This measure forms part of BKN’s function in enforcing SNPC for civil service management across all government institutions, both at the central and regional levels.

The oversight and enforcement of SNPC is mandated by Presidential Regulation No. 116 of 2022. Under this regulation, BKN has the function of oversight and control of civil service management implementation, including ensuring that every personnel policy in government institutions is implemented in accordance with the established SNPC.

Through this authority, BKN can implement administrative control measures when civil service management policies in an institution are found to be non-compliant with applicable provisions, as part of efforts to maintain consistency in the application of merit-based systems in civil service management.

“This service suspension is being implemented as an effort to enforce proper procedures for the appointment, transfer, and termination of civil servants in accordance with applicable regulations,” said Hardianawati.

The suspension of personnel services for West Sulawesi Provincial Government can be lifted once the regional government reorganises the filling of positions, including reinstating the deactivated officials to their original positions or equivalent positions, and submitting a recommendation request to BKN in accordance with applicable procedures.

Through this measure, BKN hopes that civil service management governance within West Sulawesi Provincial Government can return to operating in an orderly, accountable manner and in accordance with SNPC provisions for civil service management.
