5 Key Points of the Witness and Victim Protection Act Passed Today

JAKARTA, KOMPAS.com - The Indonesian House of Representatives (DPR RI) has officially enacted the Witness and Victim Protection Bill (RUU PSDK) into law during a plenary session on Tuesday (21/4/2026).

The enactment followed a report on the results of the first-level deliberations presented by Deputy Chairman of Commission XIII of the DPR RI, Andreas Hugo Pareira.

“Overall, the RUU PSDK consists of 12 chapters and 78 articles. Therefore, we request permission to read only some of the important points,” Andreas stated during the plenary session on Tuesday (21/4/2026).

  1. Expansion of Protected Subjects

The PSDK Act not only provides protection to witnesses and victims but also covers perpetrator witnesses, reporters, informants, and experts.

These groups are also deemed vulnerable to threats in the criminal justice process.

  1. Strengthening of the LPSK Institution

Under the PSDK Act, the Witness and Victim Protection Agency (LPSK) is affirmed as an independent state institution free from any influence of power.

Furthermore, the LPSK is strengthened through the establishment of regional representatives as needed.

The PSDK Act stipulates that the state provides compensation to victims if the perpetrator is unable to meet restitution.

This right is granted particularly to victims of gross human rights violations, human trafficking, terrorism offences, and sexual violence.

  1. Establishment of the Permanent Victim Fund

The PSDK Act regulates the establishment of the Permanent Victim Fund, which is used to finance compensation and victim recovery.
