The East Java Regional Office of the Directorate General of Corrections (Kanwil Ditjenpas) transferred 45 prisoners, or high-risk inmates, to Nusakambangan Island in Cilacap, Central Java, in the early hours of Wednesday (7/10) WIB.

The Head of the East Java Regional Office of the Directorate General of Corrections, Kusnali, stated that the transfer aims to eliminate potential disturbances to security and order. This step is also intended to strengthen the management of inmates according to their risk levels.

“The transfer of these 45 high-risk inmates is part of the ongoing efforts of the East Java Regional Office of the Directorate General of Corrections to create safe and conducive correctional conditions,” said Kusnali on Wednesday afternoon.

Kusnali admitted to personally overseeing the implementation of the transfer since the early hours of the morning. He was accompanied by the Head of the Surabaya Class I Prison, Sohibur Rachman. They departed from the Surabaya Class I Prison at 04:50 WIB.

“Through risk-based management transfers, the East Java Correctional ranks continue to strengthen security control while ensuring that every correctional process is carried out professionally, measurably, and while still upholding humanitarian principles,” he said.

The 45 transferred inmates originated from the Malang Class I Prison and the Madiun Class I Prison. Both groups were first consolidated at the Surabaya Class I Prison, which served as a Transit Centre before all inmates were transported to Nusakambangan.

The transfer involved the correctional unit ranks of the Surabaya Raya Regional Coordination Office and the police. Security and escorting were conducted in accordance with standard operating procedures (SOP), ranging from preparation and departure to supervision during the journey.

Kusnali emphasised that security aspects must go hand-in-hand with respect for the rights and dignity of the inmates. He requested all officers to work professionally and refrain from any actions that violate human rights or demean the dignity of the prisoners.

“This transfer activity is conducted professionally in accordance with SOP without violating human rights or degrading the dignity of the inmates. Ensure that communication between officers is always maintained, task delegation is well understood, and every member knows their respective responsibilities,” he said.

He ensured that the health of the inmates was also a priority during the transfer. Officers were instructed to perform periodic checks to ensure their condition remained monitored throughout the journey to Nusakambangan.

Kusnali mentioned that this risk-based management transfer is part of the continuous effort to create safe and conducive correctional conditions. At the conclusion of the activity, he expressed his appreciation to all parties involved.

“Our highest appreciation goes to all parties involved in this activity. The transfer of inmates is a manifestation of our shared commitment to implementing the Correctional System.
