The East Java Regional Office of the Directorate General of\nCorrections (Kanwil Ditjenpas) transferred 45 prisoners, or high-risk\ninmates, to Nusakambangan Island in Cilacap, Central Java, in the early\nhours of Wednesday (7\/10) WIB.<\/p>\n
The Head of the East Java Regional Office of the Directorate General\nof Corrections, Kusnali, stated that the transfer aims to eliminate\npotential disturbances to security and order. This step is also intended\nto strengthen the management of inmates according to their risk\nlevels.<\/p>\n
\u201cThe transfer of these 45 high-risk inmates is part of the ongoing\nefforts of the East Java Regional Office of the Directorate General of\nCorrections to create safe and conducive correctional conditions,\u201d said\nKusnali on Wednesday afternoon.<\/p>\n
Kusnali admitted to personally overseeing the implementation of the\ntransfer since the early hours of the morning. He was accompanied by the\nHead of the Surabaya Class I Prison, Sohibur Rachman. They departed from\nthe Surabaya Class I Prison at 04:50 WIB.<\/p>\n
\u201cThrough risk-based management transfers, the East Java Correctional\nranks continue to strengthen security control while ensuring that every\ncorrectional process is carried out professionally, measurably, and\nwhile still upholding humanitarian principles,\u201d he said.<\/p>\n
The 45 transferred inmates originated from the Malang Class I Prison\nand the Madiun Class I Prison. Both groups were first consolidated at\nthe Surabaya Class I Prison, which served as a Transit Centre before all\ninmates were transported to Nusakambangan.<\/p>\n
The transfer involved the correctional unit ranks of the Surabaya\nRaya Regional Coordination Office and the police. Security and escorting\nwere conducted in accordance with standard operating procedures (SOP),\nranging from preparation and departure to supervision during the\njourney.<\/p>\n
Kusnali emphasised that security aspects must go hand-in-hand with\nrespect for the rights and dignity of the inmates. He requested all\nofficers to work professionally and refrain from any actions that\nviolate human rights or demean the dignity of the prisoners.<\/p>\n
\u201cThis transfer activity is conducted professionally in accordance\nwith SOP without violating human rights or degrading the dignity of the\ninmates. Ensure that communication between officers is always\nmaintained, task delegation is well understood, and every member knows\ntheir respective responsibilities,\u201d he said.<\/p>\n
He ensured that the health of the inmates was also a priority during\nthe transfer. Officers were instructed to perform periodic checks to\nensure their condition remained monitored throughout the journey to\nNusakambangan.<\/p>\n
