3-in-1 still confusing

At 4:30 p.m. on June 9, I was ticketed by the police on Jl.
Sisingamangaraja, Kebayoran Baru, South Jakarta. The police said
that though I had entered Jl. Sudirman before 4 p.m., when it was
already 4 p.m. in the area I should have left the road via an
alternative street.
Many car drivers were ticketed on the same afternoon, meaning
that part of the public and the police have different perceptions
of the three-in-one traffic rule. In fact, there was no problem
before as long as cars entered the area before the end of the
time limit.
On the next day I called the South Jakarta Police for
clarification about the matter, only to get a vague answer. They
suggested that drivers negotiate with policemen when such a thing
happens.
I hope the authorities will provide a detailed explanation for
the public and the police or the Jakarta communications office
about the application of this rule.
