263 High-Risk Inmates Transferred to Nusakambangan, Including from Sumatra and Jakarta

The Ministry of Immigration and Corrections (Imipas) has transferred 263 correctional inmates or prisoners (napi) classified as high-risk to Nusakambangan Island in Cilacap, Central Java. The ministry will implement maximum-level guidance for these inmates.

“Tonight around 21:50 WIB, the 263 high-risk inmates have been received by several prisons on Nusakambangan. The transfer and reception at each prison were carried out in accordance with the applicable standard operating procedures. Subsequently, maximum and super-maximum levels of security and guidance will be applied,” stated the Director General of Corrections, Mashudi, in his remarks on Friday (24/4/2026).

In carrying out the transfer, the Directorate General of Corrections coordinated with the Directorate of Security and Intelligence, the Directorate of Internal Compliance, police apparatus, and correctional officers from the regional offices of the Directorate General of Corrections in the respective areas.

He detailed that out of the total of 263 individuals, 44 high-risk inmates were from North Sumatra, 103 from Riau. Meanwhile, 42 inmates were transferred from Jambi, 11 from South Sumatra, 18 from Lampung, and 45 from Jakarta.

“We reiterate that there must be no room or loophole whatsoever for narcotics. We prevent and counter them; if found, we will eradicate them. Time and again, the Minister of Immigration and Corrections, Mr Agus Andrianto, has called for Zero Narcotics and Mobile Phones; anyone proven to be involved will certainly face severe penalties,” he said.

To date, a total of 2,554 high-risk inmates have been transferred to Nusakambangan. According to Mashudi, those transferred did so due to committing violations.

“In total, we have transferred 2,554 high-risk inmates to Nusakambangan. Once again, I convey that this transfer is not merely a repressive action, but also a rehabilitative and preventive step so that prisons and detention centres are protected as optimally as possible from the spread of violating behaviours, one of our main focuses being to eradicate violations related to the misuse and circulation of narcotics,” he stated.

“In essence, all behaviours that disrupt security and order in the high-risk category, one firm action taken is to transfer them to Nusakambangan,” he added.

Mashudi hopes that the transferred inmates can change their behaviour for the better. Mashudi said that several inmates who were previously in the high-risk category have successfully been downgraded to minimum security levels at Nusakambangan Prison.

“After six months, they will be assessed, and if there is a positive behavioural change, they will be transferred to prisons with lower levels of guidance and security,” he concluded.
