2027: The Fate of Non-ASN Teachers Hanging by a Thread?
JAKARTA, KOMPAS.com - Rumours are circulating that teachers with non-ASN status will be prohibited from teaching in public schools starting in 2027.
The Ministry of Basic and Secondary Education (Kemendikdasmen) has provided clarification on the circulating rumours.
The government claims it is instead preparing a new scheme to ensure job continuity for non-ASN teachers.
“In this circular, it is indeed agreed to regulate up to 2026 because there will be a new scheme that is still being discussed regarding their assignment, as they will still be needed next year,” said the Director General of Teachers and Education Personnel at Kemendikdasmen, Nunuk Suryani, on Tuesday (5/5/2026).
Nunuk emphasised that non-ASN teachers will not be laid off in 2027.
According to her, the government still requires the presence of non-ASN teachers to this day.
“So there are more than 200,000 non-ASN teachers registered in Dapodik; they do not yet have ASN status and teach in public schools. Well, according to our data, we still need their presence,” said Nunuk.
Nunuk stated that the circular also mentions that non-ASN individuals with educator certificates but not meeting the workload receive incentives from Kemendikdasmen.
The circular also states that non-ASN teachers without educator certificates will receive incentives from Kemendikdasmen.
“We issued this circular because local governments need a reference circular so that it can still be extended to non-ASN teachers,” she explained.
Member of Commission II of the DPR from the Gerindra Faction, Azis Subekti, emphasised that non-ASN teachers are not temporary staff.
According to him, the uncertainty faced by non-ASN teachers prohibited from teaching in public schools by 2027 is not merely a technical civil service issue, but a constitutional matter, justice, and how the state interprets their presence in the world of education.
“The state must not forget, non-ASN teachers are the foundation of education, not temporary staff,” said Azis in his statement on Monday (4/5/2026).
