2,031 Child Rights Violation Complaints Received in 2025, Majority Related to Family Issues

JAKARTA — The Indonesian Child Protection Commission (KPAI) received 2,031 reports of child rights violations throughout 2025. Deputy Chair of KPAI Jasra Putra stated that the majority of these reports relate to family problems and alternative childcare arrangements.

“Nearly 60 per cent of the complaints are indeed related to family issues and alternative childcare,” said Jasra in a telephone interview on Tuesday (10 March 2026).

Jasra explained that family and alternative childcare issues include cases arising from family divorce, custody disputes, failure to provide child maintenance, and child neglect and violence following family breakdown.

He elaborated that cases of infant abandonment are not solely driven by economic factors, but are closely linked to family dysfunction. He noted that the failure of families to fulfil their protective responsibilities can result in child protection neglect.

“For instance, if a child is born from an unwanted pregnancy situation, then ultimately the child becomes the victim. That is, the child is not cared for by their own family or biological mother,” said Jasra.

He added that economic factors frequently drive parents to abandon their newborns. “If a child is born in conditions of poverty, for example in areas like Pasar Minggu, this can also be a contributing factor, given how in situations of extreme poverty the child becomes the first and primary victim,” he said.

Furthermore, Jasra continued, parental mental health issues can also trigger the abandonment of newborns. For example, when a mother experiences postpartum depression and is unwilling to care for the child.

“So we find that, on average, this is the background of cases we uncover related to infant abandonment,” he said.

In recent weeks, several cases of infant abandonment have attracted attention. In Pejaten, Pasar Minggu, South Jakarta, a baby girl was abandoned in a rice cake cart. A resident named Dinda (20) discovered the infant after hearing the sound of continuous crying.
