JAKARTA - A member of the House of Representatives Commission XIII, Mafirion, has urged an independent investigation into the incident that killed 15 civilians in Puncak Regency, Central Papua. An objective investigation is necessary to uncover whether there were any human rights violations in the incident. “We are deeply concerned about the incident in Puncak Regency. The investigation must be thorough, objective, and independent. The results must be transparently reported to the public without any cover-ups,” Mafirion stated in his remarks on Wednesday (29/4/2026). The National Commission on Human Rights (Komnas HAM) could also be involved in the team investigating the deaths of the 15 civilians in Central Papua. In addition, he reminded that the protection of civilians is an absolute legal obligation, according to both the constitution and international law. He firmly stated that civilians are not combatants and must receive security guarantees from the state. “The protection of civilians is a legal obligation. Under no circumstances should civilians be targeted in attacks. If this protection fails, public trust in the state and security apparatus will erode, ultimately worsening conflict escalation,” Mafirion said. “Enhanced training for apparatus, strict oversight mechanisms, and a more persuasive approach are essential steps if we want to create permanent peace in Papua,” Mafirion added. Previously, Komnas HAM issued a press statement regarding the enforcement operation against the TPNPB-OPM group by TNI apparatus in Kembru District, Puncak Regency, Central Papua. In its official statement, Komnas HAM noted that the incident resulted in the deaths of 15 civilians, including vulnerable groups such as women and children. Meanwhile, the TNI Habema Operational Command stated that there was no shooting of civilians by TNI in Kemburu Village. Komnas HAM stated that it is still collecting data and coordinating with various parties to confirm the number of victims and the current situation on the ground. “All forms of attacks on civilians, whether in war or non-war situations, constitute human rights violations and violations of international humanitarian law,” read the official statement from Komnas HAM.
