11 Million BPJS PBI Participants Deactivated at the Start of 2026, 2.1 Million Participants Already Reactivated
Social Affairs Minister Saifullah Yusuf stated that 2.1 million BPJS Health PBI participants have been reactivated or returned to active status. This reactivation is one of the government’s efforts in response to the deactivation of 11 million PBI BPJS Health participants at the start of 2026. “At the beginning of 2026, out of the 11 million deactivated, some have been reactivated, including participants with catastrophic diseases. The total number reactivated is around 2.1 million participants,” said Gus Ipul during a working meeting with Commission IX of the DPR on Wednesday (15/4/2026). In more detail, he explained that 305,864 people have returned to active status as PBI JK participants. Additionally, 1,418,456 have entered the type of participants as Non-Wage Workers and Non-Regional Government Workers (PBPU/BP Pemda). Furthermore, 57,287 have reactivated as Non-Wage Worker participants (PBPU). Then, 188,703 are registered in the PBPUa participant type; and 185,355 entered other segments (pensioners, private sector, SOEs/regional SOEs). “So the total that remain active as BPJS Health participants through various segments from the 11 million is 2,155,665 beneficiaries,” said Gus Ipul. Concurrently, the government continues to validate data to ensure that BPJS Health PBI is targeted correctly. “So this (access to health services) can still be done, but within the next three months, it is hoped there will be a data refresh by colleagues at BPS assisted by the Ministry of Social Affairs. So that the principle of justice can occur,” said Budi. One case is that 160 kidney failure patients from various regions could not undergo dialysis due to their PBI BPJS Health status suddenly becoming inactive. The deactivation of PBI BPJS Health was determined through Ministerial Decree No. 3/HUK/2026, effective from February 2026. The first reason is that participant data was not found in the National Socio-Economic Welfare Single Database (DTSEN). This data is dynamic and will be updated every three months. Other causes could be that participants are already in deciles 6-10 based on the latest ground checking and verification results from the Ministry of Social Affairs. Meanwhile, BPJS Health PBI assistance is prioritised only for communities classified as the lower class or extreme poor in deciles 1-5.
