Zulhas: Technical Regulations are the Foundation for Forestry Carbon Trading

Coordinating Minister for Food Zulkifli Hasan believes that accelerating the translation of carbon economic value (NEK) policies into technical regulations is a crucial foundation for implementing carbon trading in Indonesia’s forestry sector. This follows the Ministry of Forestry’s approval for the issuance of carbon units through the Non-Greenhouse Gas Emission Reduction Certificate (Non SPE-GRK) scheme, launched in Jakarta on Monday. “I am truly grateful and appreciative of the Ministry of Forestry for moving quickly to translate Presidential Regulation 110 of 2025 on Carbon Economic Value into its operational regulations,” he said in a joint statement with the Ministry of Forestry. The man familiarly known as Zulhas assessed that the Ministry of Forestry acted swiftly to follow up on the mandate of the Presidential Regulation by drafting the technical regulations that form the basis for carbon trading implementation. He believes this step proves that the implementation of carbon trading has moved beyond the planning stage. According to him, the launch of the carbon trading scheme, accompanied by ready-to-implement projects, is tangible proof of the government’s commitment to developing a green economy. “On the 9th, we will launch the SRUK (Carbon Unit Registry System),” Zulhas stated. He also emphasised that the implementation of carbon trading is evidence of the government’s collective commitment to proactively overseeing climate change policies. He added that the presence of regulations in the forestry sector is expected to serve as an example of acceleration for other sectors. “This is concrete proof of our shared commitment to proactively overseeing climate policy,” said the Coordinating Minister for Food. He further added that Minister of Forestry Regulation Number 6 of 2026 concerning carbon trading procedures in the forestry sector is expected to provide legal certainty for the implementation of carbon trading. He hopes that the acceleration of similar regulatory drafting will also occur in other sectors so that the national carbon economic value ecosystem can develop in a more integrated manner and attract green investment.
