Coordinating Minister for Food Zulkifli Hasan has stated that the Village/Subdistrict Red and White Cooperatives (KDKMP) will function as government infrastructure and an offtaker, or buyer, of community produce in villages. The Kopdes Merah Putih is being established to simultaneously channel government aid and subsidised goods. “What is this government infrastructure? Assistance, social aid, subsidised goods, these must go through the Kopdes later. So it is clear, because every village has one,” Zulhas said after a limited meeting with President Prabowo Subianto to discuss strengthening the Kopdes Merah Putih programme at the Presidential Palace in Jakarta, Wednesday (15/7/2026). Zulhas explained that the village cooperatives also aim to act as an offtaker. This means that through these cooperatives, goods will be sold at prices below the established standard. “Two, it acts as an offtaker. If the price of unhusked rice is below the standard we set, the cooperative can take over, buying the unhusked rice, maize, and so on,” he said. Zulhas noted that many people have misunderstood and perceived KDKMP as a supermarket. Zulhas emphasised that Kopdes Merah Putih is government infrastructure and a buyer of village community produce. “To strengthen the cooperative. One, the Kopdes, which many misunderstand, is seen as a supermarket, but it is a cooperative. The Kopdes is government infrastructure, and two, it is an offtaker,” he stressed.
