Zulhas on Parliamentary Threshold: PAN Will Comply if Mutually Agreed
PAN Chairman Zulkifli Hasan (Zulhas) has responded to the proposal for a 5% parliamentary threshold (PT). Zulhas stated that PAN prioritises deliberation for consensus (musyawarah mufakat) in determining the threshold amount.
“That is how we are. We are part of a coalition with Gerindra and others. The important thing for us is deliberation for consensus,” said Zulhas following the 28th anniversary celebration of PAN at JCC, Jakarta, on Friday (18/9/2026).
Zulhas noted that PAN adheres to the principles of kinship and mutual cooperation (gotong royong). Therefore, PAN will follow decisions that have been mutually agreed upon, including the parliamentary threshold.
“Originally, we operate on kinship, mutual cooperation, and consensus. Whatever is agreed upon, we will follow. This includes the PT; we will follow, but there must be a mutual agreement. That is all. That is the most important thing,” he said.
“As long as there is a unanimous agreement, we are okay. We agree,” he added.
Previously, PAN expressed objections if the parliamentary threshold (PT) were to be raised beyond 4% or to 5%. PAN considers that an increase in the PT could potentially contradict the Constitutional Court (MK) ruling regarding the parliamentary threshold.
PAN Deputy Chairman Viva Yoga Mauladi stated that this stance is not due to concerns about failing to enter parliament. He noted that PAN has consistently secured seats in Senayan from the 1999 to 2024 elections.
“PAN objects if the parliamentary threshold (PT) rises above 4%. PAN’s stance is not because we fear failing to secure seats in the DPR RI, as PAN has proven to always pass into Senayan from the 1999 to 2024 elections,” Viva Yoga told reporters on Thursday (17/9).
“For PAN, if there is another increase in the PT value, it will tend to contradict Constitutional Court Decision Number 116/PUU-XXI/2023 regarding the PT,” he added.
Gerindra Agrees to 5% Threshold
Several chairmen of political parties within the government coalition recently met. During the meeting, the revision of the Election Law (RUU Pemilu), which regulates the parliamentary threshold (PT), was discussed.
The meeting of the coalition party chairmen was confirmed directly by Gerindra Party Secretary-General Sugiono. In his explanation, Sugiono stated that the party chairmen met recently.
“Yes, several party chairmen gathered yesterday. Gerindra was represented by Mr Dasco as the daily chairman to discuss matters that need to be addressed regarding the election law,” Sugiono told reporters at the DPR building, parliament complex, Senayan, Jakarta, on Wednesday (16/9).
Sugiono stated that an agreement was reached during the meeting regarding the parliamentary threshold. He noted that his party, led by President Prabowo Subianto, agrees to a 5% parliamentary threshold.
“But one thing that seems to be agreed upon by all—though I cannot speak on behalf of other parties—is that Gerindra also agrees to a 5% PT. As Golkar and PKS also expressed yesterday, I believe that is what we have agreed upon,” he said.
