Zulhas on 5 Per Cent Parliamentary Threshold: If Agreed, We Will Follow
The Chairman of the National Mandate Party (PAN), Zulkifli Hasan, has stated that his party is open to following a collective agreement regarding the parliamentary threshold (PT), including if the 5 per cent figure is agreed upon during the discussions for the revision of the Election Law.
Zulhas made this statement when asked about PAN’s stance on the discourse to raise the parliamentary threshold to 5 per cent. He emphasised the importance of inter-party consensus in determining such provisions.
“Yes, we are a coalition, with our friends in Gerindra and others. What matters to us is deliberation for consensus, right? Originally, we operate on a basis of kinship, mutual cooperation, and deliberation,” said Zulkas after attending the 28th anniversary peak of PAN at the Plenary Hall, Jakarta International Convention Centre (JICC), on Friday (18/09/2026).
He stated that PAN will follow decisions that have been mutually agreed upon, including matters regarding the parliamentary threshold.
“Whatever is agreed upon, we will follow. Including the PT, we will follow, but there must be an agreement and togetherness; that is all. That is the most important thing,” Zulhas remarked.
When asked specifically about the 5 per cent figure, Zulhas reaffirmed PAN’s position of leaving the decision to a collective agreement.
“As I said, our answer is that as long as everyone can agree and concur, we agree, there is no problem,” he said.
The discussion regarding a 5 per cent parliamentary threshold is one of the key issues in the revision of the Election Law. The Secretary General of the Gerindra Party, Sugiono, previously stated that Gerindra agrees with the 5 per cent figure. The Golkar Party and PKS have also previously expressed support for that figure.
However, the discussion has not yet reached a final decision. The Daily Chairman of the Gerindra Party, Sufmi Dasco Ahmad, noted that meetings between political party leaders are still in the brainstorming stage.
Currently, the applicable parliamentary threshold is 4 per cent of the national valid votes to determine the allocation of seats in the DPR (House of Representatives). The Constitutional Court, through Decision Number 116/PUU-XXI/2023, requested that this provision be amended for the 2029 General Election and subsequent elections, taking into account the proportionality of votes and the simplification of political parties.
