Coordinating Minister for Food Affairs Zulkifli Hasan (Zulhas) revealed that progress on developing waste processing into electrical energy (PSEL) or Waste to Energy (WTE) facilities is progressing well. According to Zulhas, there are already four landfill sites (TPS) ready to be converted into PSEL, currently at the tender stage. The four regions are Greater Denpasar, Bekasi City, Greater Bogor, and Greater Yogyakarta. “Based on today’s meeting, we have decided that four regions are already at tender and will soon begin PSEL construction. These are Greater Denpasar, Bekasi City, Greater Bogor, and Greater Yogyakarta,” Zulhas stated during a press conference following the limited coordination meeting (rakortas) at the Coordinating Ministry for Food Affairs on Tuesday (31/3/2026). Zulhas added that six other regions have received verification from Danantara and will be tendered in the near future. “The six other regions are Greater Lampung, Greater Semarang, Greater Surabaya, Greater Serang, Bekasi Regency, and Greater Medan. These have completed verification by Danantara and will soon be tendered,” he continued. Meanwhile, for DKI Jakarta, which has two sites at Bantargebang and Tanjung Priok Kamal Muara, all administrative requirements have been met. However, the land has not yet been prepared. “What we decided today as an addition is also DKI Jakarta, at Bantargebang and Tanjung Priok Kamal Muara. I called the Governor directly earlier; he requested one day to submit the land-related documents. So for DKI Jakarta at Bantargebang and Tanjung Priok Kamal Muara, the letters are ready, but the land is not yet prepared,” he explained. Zulhas continued that in this rakortas, 30 regions are ready for PSEL facility construction. However, these 30 regions actually consist of 61 districts/cities. “We have finalised 30 regions today. But these 30 regions actually comprise 61 districts and cities. Previously, our target was 34 regions, but now it’s 61 districts and cities because some districts and cities have chosen to join in several agglomerations,” he said. He explained that construction of the first-phase PSEL facilities at the four most ready locations is targeted for completion in October 2027, with the remaining second phase targeted for May 2028. “The first-phase PSEL construction is targeted to be completed in October 2027. You can hold us accountable; if by 2027 none of the PSELs are completed, then fine. The second phase is targeted for May 2028,” he clarified.
