The issue of regulating over dimension over loading (ODOL) vehicles has recently garnered attention amid ongoing high levels of road damage across various regions. The practice of exceeding vehicle load and size limits is cited as a key factor accelerating the deterioration of road infrastructure quality, both on toll and non-toll routes.

Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono previously stated that the zero ODOL policy is targeted to take effect in 2027. This target forms part of broader efforts to reorganise the national logistics and transportation system more comprehensively.

Regarding this, Public Works Minister Dody Hanggodo expressed his support for the zero ODOL policy. However, he acknowledged that implementing the policy is not straightforward and requires a lengthy process.

“We indeed hope there will be no more ODOL, because ODOL damages roads. On toll roads, it damages them,” Dody said when met by the media at the Rest Area KM 379 Batang, Semarang, Central Java, on Saturday, 28 March 2026.

He explained that the impact of ODOL vehicles on roads is not limited to toll roads but is even more severe on non-toll arterial roads, which have lower technical specifications.

“On non-toll arterial roads, it’s even worse, because our non-toll arterial roads are designed below the quality of toll roads,” he said.

Nevertheless, Dody stressed that implementing zero ODOL cannot be separated from various considerations, including the readiness of stakeholders and potential impacts on economic activities.

“If I were asked whether this year or next year, I hope as soon as possible. But there are many costs involved. We must sit down together, we must figure out how to ensure that when the policy is implemented, it is truly applicable and does not overly disrupt the Indonesian economy,” he clarified.

In terms of monitoring, he mentioned that technology such as weigh-in-motion (WIM) is already being applied on several toll road sections to detect vehicles exceeding load limits. However, implementation on non-toll roads is considered more complex.
