Zero ODOL by 2027, Ministry of Transport Urges Modernisation of Freight Transport
JAKARTA, KOMPAS.com - The Directorate General of Land Transportation of the Ministry of Transportation (Kemenhub) stressed the importance of compliance and collaboration among truck operators. According to Muiz Thohir, Director of Road Transportation, the land-based freight sector is the main backbone of the national distribution and logistics chain. ‘Its role is crucial in ensuring smooth distribution of goods to all corners of the country. Therefore, steps for innovation and renewal of technology-based transport are needed,’ he said in a statement at the III National Conference of the Indonesian Truck Entrepreneurs Association (Aptrindo) on Wednesday, 20 May 2026. He noted that modernization should be conducted through Fleet Management System, GPS tracking and telematics, digital dispatching, electronic proof of delivery, and investment in technology units. Meanwhile, compliance and professionalism must be pursued through compliance with dimension and load limits, improvements to vehicle safety standards, meeting driver competency, and strengthened corporate governance. For data integration, this can be achieved through operational data sharing, support for supply chain visibility, and integration of digital logistics platforms. Muiz explained that the National Action Plan for Handling ODOL Vehicles, coordinated by the Coordinating Ministry for Infrastructure and Regional Development, is currently being implemented in collaboration with all stakeholders. ‘At present, the Ministry of Transport is conducting limited trials of the ETLE system for monitoring and law enforcement,’ he said. There are ten companies listed as having violations with high numbers, among them PT SIL, PT SB, CV GJ, PT ML, PT SA, PT GJE, S, PT BPT, PT SS, and PT MKA. The next step, Muiz explained, the Ministry of Transport will also use an electronic transporter manifest system named ‘Sumba’ (Surat Muatan Barang). ‘This technology provides a data collection and monitoring system for vehicle payloads digitally, accurately, and integrated to improve safety, reduce infrastructure damage, and support enforcement of freight transport regulations integrated with the Land Freight Notification System (Sistem Pemberitahuan Angkutan Barang - PAB Darat),’ he said.
