Yusril Targets Legal Development Index to Rise to 0.69 Points

JAKARTA - Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra targets the National Legal Development Index (IPH) to rise by one point from 0.68 to 0.69. Yusril stated that this target was discussed with relevant ministries and agencies during the National Legal Development Coordination Meeting. “And on this occasion, we also discussed efforts to improve the National Legal Development Index, IPH, which currently stands at a score of 0.68 as stated by the National Law Development Agency (BPHN). Our target for next year is to raise it to 0.69,” Yusril said after the meeting opening at Hotel Gran Melia, Jakarta, on Wednesday (22/4/2026). Yusril explained that to achieve this one-point increase, his ministry is coordinating with several ministries and agencies such as the Ministry of Immigration and Corrections, Ministry of Law, Ministry of Human Rights, Corruption Eradication Commission (KPK), Attorney General’s Office, and up to the Ministry of Administrative and Bureaucratic Reform. Yusril stated that today’s meeting with agency leaders is very important to ensure synchronisation and harmonisation of national and regional regulations so that there are no overlapping rules. He continued that this year marks a historic moment since the enactment of the Criminal Procedure Code (KUHAP) and the Criminal Code (KUHP). “And we are striving to hold coordination meetings to align perceptions, yes, both regarding the KUHP and the KUHAP itself, so that there are no various interpretations. For example, the police’s interpretation differs, the prosecutor’s differs, the court’s differs again, ultimately causing confusion for the public,” said Yusril. Yusril hopes that the synchronisation and harmonisation of national legislation can create good coordination among law enforcers. “Therefore, we are discussing these legal issues with the hope that in the future, good coordination will be established among our law enforcers,” he said.
