Coordinating Minister for Law and Human Rights Yusril Ihza Mahendra has proposed that every political party should secure at least 13 seats in line with the number of commissions in the DPR RI as the threshold for legislative elections. PKB stated that it is open to all inputs regarding elections.

“We are currently open to receiving all inputs and variations, which we will continue to study in depth,” said PKB DPP Chairman Daniel Johan to reporters on Friday (1/5/2026).

Daniel stated that the proposal is worth discussing in the Election Bill (RUU Pemilu). However, the DPR has not yet confirmed when the RUU Pemilu will be deliberated.

“Yes (it is worth discussing) as one of the existing inputs,” he said.

Yusril Proposes Parliamentary Threshold

Previously, Yusril proposed using the number of commissions in the DPR RI as the threshold for political parties participating in legislative elections. He suggested that every political party must obtain at least 13 seats in the DPR RI because there are 13 commissions in the DPR RI.

“For example, the reference could be how many commissions there are in the DPR. That is currently regulated in the standing orders, but it should be regulated in the law,” said Yusril, as quoted by Antara on Thursday (30/4).

He said that parties unable to reach 13 seats could form a joint coalition also consisting of at least 13 seats or more. Additionally, they could join the faction of a larger party.

“In this way, no votes are lost, and it is fair enough for all of us,” he said.

The proposal emerged while the DPR is still discussing revisions to the Election Law. The revision process is ongoing, and the parliamentary threshold issue is one of the sensitive topics.
