YouTube and Instagram Yet to Cooperate on PP Tunas, Menkomdigi Reminds of These Two Principles
JAKARTA, KOMPAS.com - Minister of Communication and Digital (Menkomdigi) Meutya Hafid has requested that all application platforms operating in Indonesia firmly uphold the principles of universality and non-discrimination to support the government’s efforts to protect children.
“We request that platforms also apply the child principles that are fully upheld, namely universality and non-discrimination,” Meutya stated during a press conference at the Komdigi Office, Jakarta, on Friday (27/3/2026).
Meutya conveyed that there are four platforms that have yet to cooperate in implementing Government Regulation Number 17 of 2025 on the Governance of Electronic System Operators in Child Protection (PP Tunas), which will officially take effect tomorrow, Saturday (28/3/2026).
Meutya emphasised that all children in the world are equal and should not be differentiated by race, religion, or nationality. Therefore, regulations made to protect children should be followed regardless of the country enforcing them.
“We urge platforms that have not yet fully complied to implement full compliance based on that foundation. That children anywhere in the world need to be treated the same because their value is equally precious,” she added.
The government is still awaiting cooperation from electronic system operators (PSE) or application owners to implement PP Tunas.
“We reiterate that there is no compromise on compliance, and that every business entity operating in Indonesia is obliged to comply with laws that also apply in Indonesia,” Meutya concluded.
The X application and Bigo Live have made several changes to their in-app rules.
“Platform X has announced a change in the minimum age limit to 16 years, which was implemented well in advance on 17 March 2026, as stated on the help centre page,” she continued.
Meanwhile, Bigo Live has raised the age limit to 18 and above.
“Bigo Live has adjusted the age limit to 18+ in the user agreement or user content, as well as the privacy policy and security policy, and has submitted a request to update the age restriction to the App Store or application store,” Meutya added.
Roblox is arranging for users under 13 years old to still be able to use the application, but only offline.
