YouTube and Instagram Violate the Law, Komdigi Summons Meta and Google
Jakarta, CNBC Indonesia - The government, through the Ministry of Communication and Digital (Komdigi), has summoned two technology giants, namely Google, owner of YouTube, and Meta, the parent company of Facebook, Instagram, and Threads. This is due to both failing to implement rules restricting social media use for children under 16, as regulated by the PP Tunas and its derivative regulations.
YouTube, Facebook, Instagram, and Threads are among the eight initial social media platforms under PP Tunas. All these platforms should have implemented the rules since 28 March.
“Both have violated the applicable law in Indonesia, namely Ministerial Regulation No. 9 of 2026 as a derivative of PP Tunas. To both, the government today sent a summons letter as part of the implementation of administrative sanctions in accordance with applicable provisions,” said Komdigi Minister Meutya Hafid in her official statement, quoted on Tuesday (31/3/2026).
In addition to Google and Meta, the government also sent warning letters to TikTok and Roblox. Both are considered to have made efforts or been cooperative, but not fully compliant with the rules.

“If subsequently these two platforms still do not demonstrate full compliance, the government will adjust to also issue summons letters to both platforms,” she explained.
Meanwhile, X (formerly Twitter) and Bigo Live are said to have implemented compliance by postponing child age for users aged 16 and above.
Meutya explained that her side will focus on collaborating with platforms that have the intention to respect Indonesia. Not only for the digital market, but committed to Indonesian rules and legal products for child protection.
