Yogyakarta's WFH Policy Cannot Be Implemented Haphazardly
The Yogyakarta regional government has stressed that the Work From Home (WFH) policy for civil servants (ASN), based on Circular Letter No. 3 of 2026 from the Minister of PAN-RB, cannot be implemented haphazardly. The DIY government stated that the policy must be meticulously designed to ensure public services continue smoothly.
The Yogyakarta regional government responded to the Circular Letter from the Minister of PAN-RB No. 3 of 2026 on the Implementation of Official Duties for ASN Employees in Government Agencies, which takes effect from 1 April 2026.
One provision in the circular is the implementation of four office workdays (WFO) on Monday, Tuesday, Wednesday, and Thursday, and one workday from home (WFH) on Friday.
The Regional Secretary (Sekda) of DIY, Ni Made Dwipanti Indrayanti, emphasised that the implementation of the circular cannot be rushed. The policy needs to be regulated from an operational perspective and its implementation to ensure public services run smoothly.
“So, BKD (Regional Civil Service Agency), the organisation, and the team are currently formulating it. Including the quantity and volume (of work),” explained Ni Made on Wednesday (1/4/2026).
Ni Made explained that Organisational Units of the Regional Apparatus (OPD) have the responsibility to ensure services remain optimal. Therefore, the WFH percentage will not be applied rigidly to all agencies.
“So we need to identify the OPDs—what are their services? How many employees do they have? What needs to be done routinely?” she clarified.
She added that public service sectors requiring direct physical presence, such as Civil Registry (Capil) or counselling services, will operate normally at the office.
With these considerations, the DIY regional government estimates that the WFH-related circular will begin to be enforced next week.
“But if possible, more settled (ready) next week. Not in a rush like that. Being anxious (due to haste) isn’t good either,” Ni Made concluded.
