The planned Waste-to-Energy (PSEL) project in Yogyakarta has been delayed until 2028 due to the failure to meet the minimum daily waste supply requirement of 1,000 tonnes needed for operations. Yogyakarta Mayor Hasto Wardoyo stated that the city, the largest waste producer in the Special Region of Yogyakarta (DIY), generates 300 to 400 tonnes of waste daily, which is insufficient for the regional-scale PSEL project. “The PSEL has been postponed to the second batch due to ongoing adjustments. One key consideration is the required waste volume of 1,000 tonnes per day,” Hasto said on Wednesday (13 May 2026). He added that the main issue is not only the unmet waste volume target but also the risks the regional government faces if supply targets are not met. The latest draft Memorandum of Understanding (MoU) includes penalty clauses for local governments failing to meet agreed waste volumes. “If we fail to supply 1,000 tonnes, what happens? The new draft MoU may impose penalties on the regional government to cover the shortfall,” he explained.
