JAKARTA - A member of Commission III of the House of Representatives from the NasDem faction, Rudianto Lallo, has reminded the Corruption Eradication Commission (KPK) about the values of propriety in the decision to change the detention status of former Minister of Religious Affairs (Menag) Yaqut Cholil Qoumas from custody to house arrest.

Although this step does not violate legal rules, he stated that aspects of propriety and common practice in law enforcement must still be considered, especially in corruption cases.

“Indeed, according to the rules, nothing has been violated. But there are things called values of propriety and lack of common practice. When there is a lack of common practice, the public will start speculating and being suspicious, and that is what we do not want,” said Rudianto when contacted by Kompas.com on Monday (23/3/2026).

Rudianto highlighted that in general practice, the transfer of detention status is usually carried out by prosecutors or judges at the prosecution or trial stage, not by investigators who previously carried out the detention.

“But if it is the investigators who detained, and the investigators who transfer it in a short time, that does raise questions,” he explained.

In addition, he also touched on the lack of transparency in the detention transfer process, which was deemed to have been carried out without open explanations to the public.

He also asked the KPK leadership to directly provide detailed explanations to the public regarding the reasons for the detention transfer.

“And in my opinion, the Dewas (Supervisory Board) of the KPK should also get involved to properly oversee the authority that suddenly changed, the authority to detain is also the one that transfers,” said Rudianto.

It is known that the KPK stated that the transfer of detention for Yaqut is part of the investigation strategy in the alleged corruption case of the 2023-2024 Hajj quota.

“Investigators have carried out a change in the type of detention for the suspect Mr YCQ, from detention at the KPK Detention Centre to house arrest, since Thursday night (19/3/2026),” said Budi on Saturday (21/3/2026).

He emphasised that the transfer does not hinder the ongoing investigation process and is temporary.

Yaqut is implicated in the alleged corruption case of the 2023-2024 Hajj quota with state losses amounting to Rp 622 billion.
